Recorded history
Before the world fell, it was a roadside bar. When the grids failed and the coastlines drowned, Ivy did not leave it. She fortified it, and that decision is the entire reason the Wasteland has anywhere to sit down.
The house
Once the sun starts to set and the Wasteland goes quiet, this is where the region ends up. Somewhere to rest, something hot or cold to drink, card games running most of the night, and a reasonable chance of leaving with more caps than you arrived with if you are genuinely good rather than merely confident.
The neutrality is real and it is enforced by the house rather than by agreement between the factions. Parties who spent the daylight hours shooting at each other drink here in the evening, and the arrangement holds because everyone involved has worked out what the alternative would cost them.
Since the Dust Market emptied, it is the only neutral ground left in the region.
